Today, energy conservation has become a high-priority component of the federal energy strategy in Russia and in many other nations. Strict energy efficiency regulations are being introduced around the world. Due to outstanding proven energy-saving characteristics, ready availability of certified equipment, brandname reputation, and a short investment return period ENSAT enjoys appropriate government support in the Russian Federation. In November 2001, the Government of the Russian Federation approved a Federal Development Program entitled “The Energy Efficient Economy” to be implemented during 2002 – 2005, and describing the long-term perspective up to 2100. One of the main goals of the program is creating highly efficient domestically manufactured energy conservation systems for the heating and power industry and leveraging national scientific achievements and technical innovations to modernize existing and create new power engineering facilities. It is the most capital intensive Federal Development Program – total spending planned through 2010 is more than 7 trillion rubles. 540 billion rubles will come from the federal and regional budgets. TJF equipment is prominently featured as a priority industry-independent energy conservation technology in the “Consumer Energy Conservation” subprogram. The planned volume of budget financing for TJF equipment installations for 2002-2005 was established at 274 million rubles. However, in 2003 alone, the total volume of budget calls for TJF equipment exceeded 350 million rubles.
